Rural women in SA continue to be subservient in their patriarchally ordered homesteads, villages and communities. Serote (2001:157) claims that "a gendered approach to development hinges on an understanding of power relations." and "to date there is no singe feminist theory which talks of development."

Walker suggests that one of the biggest obstacles for rural women is the contradiction between our Governments commitment to gender equality and its persistent engagement with the politics of traditionalism.
